I'm a far cry from being any kind of an expert, but I do believe that COBRA payments qualify as a medical expense that can be applied toward the 7.5% requirement to begin deducting medical expenses from your income for tax purposes. Also -- you PROVIDED the COBRA payments to your employer to make on your behalf. They have no business taxing you on a reimbursement for medical premium payments. A reimbursement is NOT income.
