19 day gap in coverage - get COBRA or not??

Hi, Two Questions: 1) my husband switched jobs 2 weeks ago and was told just today that there's a 30 day waiting period to enroll in new health insurance (which happens to be the same carrier as his previous job) so we will be uninsured from tomorrow until 19 days from now.

We have two small children...do we elect for COBRA for just 19 days to be safe or go without coverage period?

Am I reading the COBRA stuff right in that if we had a claim in the next 19 days that we could elect COBRA and they may pay the claim retroactively if we pay the premium?

2) Does COBRA pro-rate the premiums such that we'd pay for only the time we spent on COBRA, or the amount that I'm seeing on the paperwork which is almost $700 for a family?
