You should get a certificate of coverage from your present carrier, so that you would be insurable in another state, if you have pre existing conditions. Just be sure to sign up within 61 days of ending your current health insurance.
Since you are leaving your COBRA coverage area, you won't be able to "transfer your COBRA" per se.
If you don't have a medical history, consider a private medical policy, it might be a lot cheaper than COBRA.
