It depends on whether the company is under federal COBRA or state mini-COBRA.

Federal COBRA requires the employer or the employer's administrator to notify you within 44 days.

State mini-COBRA programs vary from state to state but generally are adminstered by the health insurance carrier who is responsible to notify you.
