ok, I placed my cobra payment cheque in the mailbox on Wednesday, August 13th (after the last mail pickup). on Thursday, August 14, a massive power-grid failure hit the northeast (I'm in NYC). The mail pickup on that day was already running behind schedule; because of the blackout the city basically shut down. Mail was not picked up that day. On Friday (15th), there was still no power in most of the city. The post office did not open. No mail was picked up.

According to the COBRA folks, my payment is now considered late (and therefore benefits are cancelled), because it required a postmark of 15, August at the latest. Postal service didn't resume until the next day, Saturday, the 16th -- so that's the day it's postmarked.

I think the COBRA people are being a bit unreasonable here. Is there any way this can be resolved?
