I see over & over the word USUALLY preceeding the statement "work for an employer with under 20 total employees". I was recently let go at my job and was told COBRA doesn't apply due to the size of the business. The business had 10 employees in the 12 months preceeding my termination. Is this an automatic disqualification from being eligible for COBRA? What are the circumstances that would cause you to say "usually"? Does the mini-COBRA for Texas apply?
