I was terminated in November 2003. As part of my severence package my company will pay for COBRA through my severence period.

My company has delayed in sending me an election form for coverage for 2004. Active employees went through open enrollment in November. I am not satisfied with my current health plan and in a few weeks I will be responsible for paying for my own COBRA plan. I do not want to continue with the COBRA plan, can I still be picked up by my husband's health plan as a qualifying event?
