Yes, you can enroll in your husband's health plan.
It wouldn't be a "qualifying event" under COBRA, it actually falls under HIPAA. Call your plan administrator and tell them to send you a "Certificate of Credible Coverage." Include the certificate with your completed enrollment application when you enroll in your husband's plan. There shouldn't have any problems, as this type of enrollment is a fairly common procedure.
