I am leaving my job in May and moving to Colorado. I have two
questions: 1). Can my employer elect to grant me cobra coverage even if
we do not have 20 employees? In our doctors's office we have 14 full
time employees, 5 self-employed doctors, and 5 part time workers. 2).
Would this qualify as 20 employees?

I am not looking for the cheapest insurance, my payments are covered. Although I am not pregnant yet, I need maternity and it is nearly impossible to get it otherwise.
