Employers have 30 days to notify the Plan Administrator of a termination, and the Plan Administrator then has 14 days to send the COBRA notice, so it can be up to 44 days before a Notice has to be sent.
Yes, once the notice is received, the coverage would be retroactive back to April 1st.
