Do oyu have 20 or more employees? If so you should be getting professional advice as to this issue. It is very expensive to defend a lack of COBRA notice case. I sue on those kinds of cases and I can make it very expensive to employers. Safest bet is to offer the COBRA coverage. Why mess with someone's health no matter what was their misconduct.
