I have hired a new employee. Our insurance plan is not available to her for 90 days. She tells me that her previous employer (Home Depot) told her that her coverage would end on her date of termination, that she'd have to apply for COBRA coverage and that she'd have about a 30-day lapse in coverage until COBRA becomes effective. In the meantime, she has to pay for medical expenses out of pocket, to be reimbursed at a later date.

Is this normal? It's seems odd that she'd have a lapse in coverage from termination to COBRA.
