That situation is why you aren't required to reinstate the coverage until the premiums have been paid. If you are not already doing so, you should change your policies so that the coverage is cancelled until COBRA is elected AND paid for.
I think the best you can do at this point is to contact your carrier to cancel the coverage, back to when it should have ended and see what they can do about the claims that were paid.
