Under the COBRA laws and regulations, you have 60 days to elect COBRA, and then once elected you have 45 days to pay for it. They can cancel the insurance until payment is received, but once you paid for all missing months, they would have to reinstate it. So perhaps they were just saying that you needed to pay by June 1st, so you wouldn't see a lapse in the coverage.
