I have read that companies in Washington, DC are exempt from providing eligability for COBRA. Where can I go to see if DC has any local laws that provide for coverage?
Also, (this is a small company- 4 employees), if the company wanted to provide coverage, are they able to? I.E., is the list of what it takes to be eligible a set conditions whereby the employee is /obligated/ to offer COBRA, or is it a set of conditions where they are /allowed/ to offer COBRA?
