Aloha -- I have been on COBRA for 9 months. Without notice my July bill was increased from $222 to $239. When I inquired about the increase with the carrier (HMSA - Hawaii Medical Services Assn) I suddenly learned my monthly premium was actually being increased to $479 instead. Is this allowed? If so, what are the proper procedures of notification?
