Every group health plan can set their own waiting period requirements, so there is no way for anyone to know the answer to your question, except for the HR people at the new job.
A waiting period of 60 or 90 days is not uncommon. If you did not elect COBRA for the waiting period time, then you would not have coverage during that period.
