I will answer my own question.
Regs. require a plan to "offer each qualified beneficiary the opportunity to make an independent [COBRA] election" and to "choose among any options available to... active employees" (Fed. Register Vol. 64, No. 22, page 5168 2/3/99).
So, yes, we may each choose separate plans.
